The Snowmobile as a Technological Innovation: Was There a Revolution in the Tundra? (The Case of Central and Eastern Taimyr, 1980–2025)

Abstract

The article examines the history and social consequences of the introduction of snowmobiles in Central and Eastern Taimyr from the final Soviet decade to the present day. The Russian material is situated within the broader debate on the so-called snowmobile revolution. The study shows that in Taimyr, the appearance and subsequent adoption of snowmobiles was shaped by the political and economic factors of the late Soviet planned economy and by the transformation of economic relations during Perestroika; their spread cannot be understood apart from the broader system of economic organisation. Drawing on archival materials, field observations and qualitative interviews, the article demonstrates that the role of snowmobiles changed with the configuration of the local economy. In the late Soviet period, they were used as auxiliary transport within the sovkhoz system; in the early post-Soviet period, they replaced the collapsing links of sovkhoz logistics, enabling people to reach hunting and fishing sites, transport their catch, and maintain connections between the settlement and the tundra; in the 2000s, they became a tool of survival, intensified subsistence production and accumulation; at the present stage, their use is becoming less intensive again. The Taimyr material shows the nonlinearity and reversibility of technological adoption: “technological choice” is made repeatedly and depends on а combination of institutions, infrastructures, markets, resource control, and local practices. In doing so, the article challenges the idea of snowmobile implementation as a driver of radical social change, emphasising instead the variability of technological reception across different political regimes and ethnocultural contexts.
